i can already tell that the outlaw will not outshine the guardian in terms of eco weaponary, this is why:
-) Guardian has a better fire rate, it can still 2 tap torso a lightshield imideately and 3 tap very quickly for full shield, having a sight and not a scope allows for better vision and you can see more around you.
-) the price is too high for only 12 bullets, at a point where you have to shoot a lot, a marshal provides more bullet and a somewhat faster speed overall.
-) The reload is low on efficiency and thus, guardian, marshal and vandal, which are all 1 tap weapons would be a prefered choice.
-)it have a very low panic effectiveness, if you were to shoot any of the guns i mentioned, maybe even phantom, they can still ensure a good ammount of value for situations where you are cauht off guard, 2 bullets and a long reload will not be nearly as safe and the punishment is way harsher as an outlaw fullshield is almost as expensive as rifle half shield(it's made to counter half shield doesn't mean it always can)
-) Lastly the design is almost certainly made for 40m+ engagements which are either really rare or people use the other two snipers more comfortably(quick peek marshal, 1 hit op)
I predict that it may only be bought at round 2 or anti eco for these 5 agents : reyna jett chamber yoru raze, but seeing as how some are not as popular of a pick or they are already meant to use their out of jail ticket elsewhere, it will gather less than 6% pickrate across all rounds in high elo/championship and 15% for casual/mid and low elo
changes i can think of rn are:
+ add a red dot sight as the seconary zoom, more diversity in term of combat
+lessen the reload time, just need to be quick enough in term of feel
+ 14 bullets to spare
+ make the hipfire slightly worse than marshal only, it'll deter the 40m playstyle and provide better usage

First experience with the Outlaw:
I got a collat kill on 1 shot and a headshot on another. After that, I got mobbed by the last 2 guys with Vandals. If I had a Marshall there, I would've still made the 3 kills and more. Reloading takes too long.

as it stands, Marshall would still be a better and cheaper option tbh. Outlaw feels gimmicky rn.

It's not to get multiple kills at one it's to have teams not abuse the half shield measure which allows them to have 50% less eco rounds. And reload speed is high for the same reason, it's highly accurate 2 bullets and then reload so it's not overpowered

the outlaw is just a marshal where, if you miss your shot, no you didnt because you have an insanely fast follow up shot
in having their own incompetence weaponized in the form of the half shield meta, riot created a gun with singular purpose and failed to balance it properly.
that might sound harsh but lets talk about its balancing, it fires off two shots rapidly, this means it can 2 shot through walls since its heavy pen, its more viable than the OP in that sense which has a price point of 4,700
the outlaw in a single shot to the body brings someone down to 10HP, but what i dont see people talking about is the leg damage.
The outlaw does 119(ill just call it 120) damage to the legs. you can two shot leg shot someone and kill them. "legshots to radiant" is a genuinely viable challenge.
beyond the legshot damage being absurd (it shouldnt be any more than 65 imo) the economy of the weapon is equally busted, it costs only 2,500 credits but is far better value than the OP generally speaking. You can buy this on your bonus round and stomp, forcing on the second round is no longer a real option with this gun in play, it should cost a minimum of 2,700 but imo should be sitting around the 3,000 mark

You don't necessarily need to have a lot of common interests with people in order to make friends with them. Some of the most rewarding friendships are between 2 people who don't have much in common at all. For example, you could join the science club at school, the marching band, a knitting group, or any other shared-interest group.
If you play instruments or sing, try joining a band or choir. Joining a sports team is a good option if you’re the athletic type or just want to try something challenging and new!

Having good manners goes a long way. You can start talking to people by simply greeting them with a "Good morning, how are you?" as you pass them by. Showing simple good manners by greeting people makes you seem more friendly and people tend to respond well to it. It's a great way to start communicating with people.

Follow up immediately with a related question. For example, “Where’d you get those shoes? I’ve been looking for a pair like that.”

If the other person seems interested in continuing the conversation, try to keep it going by asking questions and offering a little information about yourself. It doesn’t have to be anything profound or super personal. The important thing is to show that you can both listen and make interesting contributions to the conversation.[7]
People enjoy talking about themselves and about how great they are or look. By listening more than you talk, you will come across as a desirable friend.
Show that you are listening actively by nodding, maintaining eye contact, and following up what they say with questions or comments.
For example, if the other person tells you about their job, you could say something like, “Oh, cool! How did you get into that?”

Introduce yourself at the end of the conversation. This can be as simple as saying "Oh, by the way, my name is . . ." Once you introduce yourself, the other person will typically do the same.[8]
Alternatively, you can open the conversation by introducing yourself. For example, you could approach a new co-worker by saying, “Hi, I’m Sophie. I don’t think we’ve officially met yet, but I work just down the hall from you!”
Remember their name. If you show that you remembered things from your past conversation(s) with the person, they will see that you were paying attention and taking a genuine interest in them.
Step 6 Ask them out for lunch or coffee.

Ask them out for lunch or coffee. That will give you a better opportunity to talk and get to know each other a little bit better. Invite them to join you for coffee sometime and give them your email address or phone number. This gives the person the opportunity to contact you. They may or may not give you their information in return, but that's fine.
A good way to extend yourself is to say: "Well, I've got to go, but if you ever want to talk over lunch or coffee or anything like that, let me give you my number/e-mail address."
The other person will be more likely to meet up with you if you suggest a specific time and place. For example, you might say, “Hey, it was really fun chatting today! Would you like to get together at the Bagel Palace for coffee and a muffin on Saturday?”
If it feels awkward to invite them to a one-on-one get together, consider asking them to go to a group event with you, like a party or a movie night.
Step 7 Pursue common interests.

Pursue common interests. If you've discovered that the person you're talking to shares a common interest with you, ask them more about it and, if appropriate, whether they get together with others (in a club, for example) to pursue this interest. If so, this is a perfect opportunity to ask about joining them. If you clearly express interest (when? where? can anyone come?), they'll probably invite you.
If you have a club, band, church, or other group or activity that you think they might enjoy, take the opportunity to give them your number or email address and invite them to join you.
