Monitor(s) Settings Not Saving?!

After hours of troubleshooting and research, i still don’t understand why or how the Power Plan is screwing with My Monitors Settings (hz refresh rate, position, and Primary Monitor) Does not save when “Quick Start” is disabled. Regardless of its on or off, a restart never saves the monitor settings. Only when I Shut Down or Sleep my PC in “Quick Start” is on it saves the settings.
I forgot to mention yes I did try different GPU’s as well as different Microsoft Accounts.
