    In PA, a single person did this and installed games of skill in bars and gas stations throughout the state. His games are the same as a slot machines except you pick one space to be a wild. So far he has won all lawsuits agianst him because of the skill aspect. Not even the big casinos could bring him down. He doesn't even have to pay gambling taxes.

    a game of skill is one where the outcome is determined mainly by mental or physical skill. meaning that although people that are just playing randomly can win, the people who have a better understanding of the game, or faster reflexes, should be able to consistently win more often.
    based on what i have seen, the games shown were definitely games of skill

      @@evolutionated1125 because the choices of the person building the team determine if their team will win or not, and although someone like me who has no interest in football, and no knowledge of how to build a team in fantasy football, can get lucky and win, it is way more likely that the winner will be someone who loves football, pays attention to the stats of each player, calculates what players would work well on a team, then takes all that knowledge and more and builds a team that they believe will win. If i understand things right, they may also have a chance to trade players with another person in their league, so they will want to choose a few extra decent players that they plan on trading for a chance to get someone they really want.
      It's a game of skill because it takes a lot of thought, understanding of the game, and calculations if you want a decent chance at winning.

      @@evolutionated1125 but the thought and time put into fantasy football is immense. People will spend days planning and working to try to win 1 game, where poker can literally be over in seconds. Also, I believe poker should be considered skill based. The problem with poker is that it is a big game when it comes to casinos and gambling, and you could have a great hand, but someone who has never played before could beat you. There is a lot of luck involved, so they focus on the luck. The more luck involved and the more popular a game is at traditional casinos, the more likely it is to be banned. Also, card games in general are usually considered games of luck just because they are card games

    If they are open and operating legally cause they went and got a buisness permit how is it even possible to raid? Or what kind of judge signs off on a search warrant? What ever happen to sending a letter to a buisness or establishment letting them know of possible judicial action? Why then are a states lotto office's not raided as well!? This is just more big gov. Putting its nose where it does not belong!!!

    Its just a rich people's war. I work at one. Its all about who wants what and who sees it as a threat. Its a game. People play the games and sometimes win money.

    Really common here in arcades in Malaysia. But instead of winning money, you get more tokens that you can use to redeem prizes, or use on other arcade machines.

    What's the difference between this and Chucky Cheese or nickel a play where you play win tickets then redeem them for prizes?

      if you look up the manual for a lot of these games you will often find that the owners can set the times and amount paid out on random chance, just like the claw machines

      You just explained the exact difference. At arcades you win toys, so basically you just bought a toy and played games. It becomes gambling when the prize is cash. In that case, you're not buying anything, just making bets.

    Now the police are being defunded, fired, or thrown in jail, the state has run out of money and 200,000 people are unemployed or living in tents in Colorado. I think something is wrong

    What is not mentioned is these games don't stack points and give you tickets for cheesy prizes, like chuckie cheese's arcades. they are paying out cash.

    A game of skill is one in which you play against other players, a game of chance is one played against the house aka a machine PERIOD. That is what the federal laws say, so to me there is Zero grey area.

      Poker is played against other players. and is a game of both skill and chance. It is allowed because it's not against the house, not because it is a game of pure skill. People are allowed to play poker for real money in a cardroom.
      There are plenty of games of skill versus the house. Most carnival games are games of skill. Therefore, when not gaffed to cheat the player, they are legal. A typical legal carnival game of skill is the basketball shoot. It's often overinflated and the ring is misshapen and not in the right spot, and farther away then it should be, but as long as it's possible to make the basket, it's a legit game of skill. There's nothing you don't see. Many carnival skill games are considerably harder than they look.
      Most states do not actually prohibit social gambling or making bets on your own skill. This mainly comes up with playing pool for money. There is no law preventing two people saying "i bet 50 bucks i can beat you at pool". Pool is also definitely a game of skill. But to take advantage of this. there must be nobody else staking your money.
      There are a few other common exceptions, such as bingo and raffles for charity that tend to be specifically allowed. and sometimes betting on animal races.
      In general, gambling without any stakehouse or house involved is legal, but that's nothing to do with it being skill based.

      So basically you are saying when a kid plays a video game and win prizes it’s breaking the law? All arcade is illegal if that is the case because there is an exchange of something of value. A grey area is dispensaries selling marijuana because the Federal government does not recognize marijuana as legal!

    Do the police not have any REAL by bad guys to go after.... Anyone harassing these businesses should be arrested and I really mean this. Cyber cafes are fun and provide options.... There is no difference between these games and the ones at Dave and Buster's, except that you get cash instead of tickets which is great when you need a gallon of milk instead of stuffed animals. Mostly skill based, gaming is huge and started when I was 12 with ATARI. There is a growing body of citizenry disenfranchised from the mainstream job opportunities and these cafes provide hope and options and help keep people off the streets living more destructive lifestyles. Local governments are truly out of touch and lead largely insulated lives. Leave the cyber cafes alone and find some REAL crime to crack down on. As far as I can see, the police love going in stealing the cash and the machines from the business owners who actually contribute to their communities, adding insult to injury and it's outrageous.     The only reason they are allowed to operate is because they give out tickets, and a lot of tickets are needed for a high value prize. If you can get cash back out, it's gambling unless it's a bona fide game of skill. Rigged games are NOT bona fide games of skill, and are thus generally only legal as redemption games that don't have insane jackpots. Some states don't hav eproper laws on what is and is not a real skill game. One tha't RIGHT is california.
    True games of skill.
    Whack a mole (while the moles popping up is random, the game is a reflex test, which is skill based)
    SKee ball.
    football throw/basketball toss.
    traditional pachinko. (the ones without slot machine spins). there is nothing not visible to the player, and they have full control over the power of the launcher.
    NOT true games of skill.
    Any game that has a percentage setting/skill factor setting. (this includes those fish hunter games)
    Any game where the jackpot is a essentially unwinnable most of the time. (many games will have say a 2ms timing window on hitting the jackpot. which is not humanely possible to reliably hit, until it's takes enough money). they claim it's a game of skill because the top prize is available every game,but you have no idea if you are gonna get the hittable window, or the unhittable one, which is an element of chance. if the game ALWAYS uses the 2ms window (spin-n-win at dave and busters) it's technically a game of skill.
    "skill stop" slot machines (pachislots are one sort) They can and do slip when they don't want you to win. They are allowed in japan, but only because its' low stakes redemption (in theory), not because they are games of skill. The lawmakers know dang well it's gambling.
    As a rule, if a sufficiently skilled player can always turn a profit on the game, it's a game of skill. People are reluctant to operate true skill games with potential to win cash, for this reason. :) (see Tippin Blocks, which had a jackpot that was winnable every game, but got updated to become impossible if people won too much on it)

      @@marvinpostadan3484 I've read the laws in question for California regarding slot machines. And they are very clear on the subject and very broad.
      The Chuck E Cheese exemption is nearly universal, which allows redemption stuff that does have random elements in it.
      Pachi being prohibited in California i use the pachitalk website as a reference. It's what prompted me to read the law, and make my conclusions.
      Also, skill gaming as usually implemented (matched against people the system believes are near your skill) is 100% gambling, and many state laws have not caught onto that fact yet.
      It's gambling because you are betting that the system will match you against a worse player than you. which is usually a 50/50 chance unless you are at the top and there are more people in your skill range that are worse than you then are better. Unless you are constantly improving faster than the other people of your skill level, and remain underranked, you can't keep winning. If you actively try to manipulate your rank that's cheating, and you get your money frozen and never get it back.
