Eshir's 20% recovery from skill up is actually another 4% to the additional 20 that he has so it's 24%, it's the same from every skill aside from accuracy as far as I can think of now, thought you should know, thanks for the video mate

I think, because of add damage artis, usually you use all kind of add damage (by hp, speed, attack, def) for multihiter. His s3 with speed buff and artis gonna dealt alot of damage.
But you're right, if the description proportionate to my xxx, meant the skill only care about those xxx stat.
