One can boil, or steam, or use dry heat. What maters is that the internal temperature meets a certain temperature at which the wood becomes pliable. And remains pliable for the duration of the process. When making boxes like these, the wood is sufficiently thin that boiling water will plasticize it.
People often think the water is what makes the wood pliable, and this can also be the case, but it severely weakens the wood for it to be made wet. So ideally, one does not get it wet. The outer fibers are of the greatest concern were dampening the wood is concerned, because they will come under tension during the bending. When wet, they tear easily. Ways around this are not to make the bend very severe, or to support the outer surface, as they do here with a mold. One can also reduce material thickness, or severity of the bend, but one assumes that has already been reduced to practical limits what any given project.
Steam is very dangerous, requires lot of heat to produce, and one has to get rid of the excess vapour. So, if one can avoid producing steam that is a better choice. Stem also forces water right into the wood, and it will take longer to dry out, which may or not be an issue. Boiling water really saturates the surface fibers, but they dry quickly, and moisture will not have reached the center of the wood.
