It does look like her but this is a sort of vampire from Batman: Caped Crusader.
Her name is “Nocturna”.
All Robin references I've noticed:
1. The 1st 2 kids are named Jace and Dickie, nods to Jason Todd and Dick Greyson
2. The 3rd child victim is a girl with long blonde hair like Stephanie Brown
3. When the kids are in front of the high striker game, the boy next to the blonde girl resembles Damien Wayne
4. The girl with the slingshot is a clear reference to Carrie Kelley

@@moviemythanimation It also seemed to be a subtle nod to the animated version of Gotham by Gaslight where instead of being a doctor, Leslie Thompkins was a nun that ran an orphanage and Dick, Jason, and Tim (Drake) were shown as orphans

I could keep going but I'm not going to because if you don't understand from my little example of how that is racist to switch characters colors to fit a personal quota for someone's fan fiction, then your just as un-imaginative as the people who switch characters colors and call it progressive, just make a hole new character don't drag a pre-established character throw a racist color swap...

@camhouston255 you've missed the point as well, it's changing characters that don't need to be changed, nothing was wrong with Jim gordon/ Jimmy Olson/ Lois lane/ Harley qween/ Ariel and meny more, and like I said un- imaginative individual changing characters for diversity points is the issue and if YOU need further proof, Lois lain is more like Luz Noceda and that wrong for the character, just make some one new don't chang a character, and I also like how you didn't touch the black Tarzan, once again wouldn't change anything and doesn't matter to the story but it's the principle of twisting characters just for a check list, and yes there is a check list and if the movie or shows don't meet that agenda it will be canceled and yes the reason why Jim gordon was changed to black was to have more representation but a hole new character could have been added as well but they didn't do that... BTW my emotions have nothing to do with it, I'm just trying to understand why a diversity check list makes it OK to color change characters from white to black or white to Muslim but not in reverse, and for the record if I write a show script and it's focused around a region of land where everyone there is black, then the majorette of the people are gonna be black and not really show anyone else because there not from there but such a show wouldn't be allowed because there is a lack of diversity involving other people, but if I add one to many white people it gets banned and rejected because of white people in it, but since your emotional charged over this and think you know more, then explain why there's a check list and no one can make an original characters for the store, just add a new police commissioner who is black from the beginning and Jim gordon isn't even in Gotham yet ?

I would like her more if she was less serious and didn't seem like a different character. And in case they realy tried to make her a different character they could of used early Jeremiah from gotham series as some form of guide for what her character should roughly look like instead of making her look like an edgy angsty teen. I liked the vampire girl and catwoman though. even the female penguin wasn't bad.
