Last year, when Bangalore was under the jurisdiction of the Mumbai consulate, I obtained a Declaration of Value (DOV) for my provisional degree certificate from them. Now that Bangalore has its own consulate, and I have my final degree certificate, do I need to apply for a new DOV or can I use the previous one?

I got same reason last year if your sponsor doing business so you should have GST most important if you dont have so must prepare MSME and government license invoices purchase and selling both and make your you have stamp of your business and stamped your selling bills and main ITR or if your sponsor is salaried so you have itr salary slip and statement with main balance at least 2 month maintain

As far as i know, for DOV you need to get HRD attestation from respective authority like regional commissioner etc.. on original certificate. For more information please contact respective VFS global office.
Then the attested certificates needs to be apostilled with MEA.
Then the apostilled document needs to be translated to the required language.
Regularly check for appointment slot in VFS global. If not available for more than a month try to contact respective consulate officer.
Then submit your application and documents for dov.
You will receive the dov certificate after that along with the submitted original documents

I did the same and I was able to book slots for dov at VFS Hyderabad

You can get it from Tehslidar or Collector or Sub divisional Magistrate.
