Build quality of akaso is best in budget segment, the only problem with this I found is of audio quality. . Pls watch reviews for both I uploaded. Hiniso is good at price. These two points you think you choose. Last few minutes from each video may help you to take better decision. I also recommend your choice you written here

For 4k video edit with very less modifications i5 11gen or above or Amd ryzen 5 or above . Always buy H series or P series processor and if you wants video edit without lag it will be good if at least 4gb of graphics card. SSD with write speed more than 500mbps and 12gb RAM.
IT May be hard to find all such combination and if you have limited budget than xiaomi ultra max is best option now a days .
