People follow Barnes out of a combination of fear and of respect for power. They also feel safe with Barnes, they know he will look out for them and has the skill set to defeat the enemy if they listen to him. It takes men like Barnes to win wars

He only did care about fighting his own little war, even if he dad to murder his own people. A superior like him would get you kill easily in a combat zone, as it was shown in the movie. Man didn't understand the political situation that casualties were bad for fighting a war the US could choose whether it wanted to fight and losing soldiers is a bad thing militarily unless they're uniquely incompetent. You don't get another Elias out of the replacement pool. He sounds bad ass but being a jerk doesn't get anyone to perform better, it just makes life suck more.
