I've past that building pretty often over the years. I never knew it was even vacant. To turn that into a migrant shelter is ridiculous, while you literally have people living in the projects across the street.
Also outside of the Midtown city area. Most of the homeless I see are typically up in Harlem. So to give that to people who just walked in the country. When there's literally hundreds of homeless on actual Harlem streets daily.

If the city is moving in migrants, the building was finished and should have never sat empty for years. The city could have made it rental apartments. Money would have been coming in instead of flowing out due to the expense of housing non paying occupants.
