Ang market linkage should be improved or developed. With existing markets, small farmers can process new products. Linkage of farmers with university R&D is also a must.

Philippine agricultural should not be compared on the first world countries (CANADA, USA & ETC) without considering its resources, thier land areas devoted to certain crops/production is different, their capital or inputs in dollars, manpower and machineries cost- to the price of their end product (dollar) product should not compared... What's the problems of the Philippines is corruption in the government from national level down to Barangays. That's why the Philippines peso still devaluating from other currencies in the world... To stop corruption there should have a great intervention from straight and dependable private sector to carries the good program and to push organization or cooperative through agri-business venture, avoid politician and corrupt agencies and individual to be involved.... better will take an example from small countries like as, JAPAN- a small country but they are self-sufficient in RICE they just plant one rice cropping a year - farmers are not advised nor allowed to plant twice because it will cause over supply.
