If Dio time stopped when he was being attacked, he literally could have revived his teammates, but since CPU's usually just go to revive there team i think they only move toward the downed CPU's and not use any moves.

You should look for an "Improved CPU" mod.
example: There are more CPU types added , like Extreme , Ultra , God , ect. And/Or the base CPU's are improved . For example , Strong CPU will actually use their transformations.

Another good duo could be luffy and zoro from one piece. Sure they aren’t anywhere close to as strong as the other duos but they each have plenty of abilities that could be used for their move sets.
