Yes that is a good idea actually I think by tempering it's toughness will increase making it better but iam little worried about the welded area as it might be a failure prone region after hardening

Rebar is not a hardenable steel. You could case harden the edge with an oxyacetylene torch with a carbeurizing flame but it won't be as good as proper high carbon steel.

This axe looks amazing and I think it’s more of an art piece than a usable axe but looking at it from the perspective of effectiveness it would suck. The head wouldn’t have much weight to it making it take way more swings to chop anything down. The hollowness would make splitting big logs annoying because it could hit inside of the back side of the axe head causing it to stop half way through. The vibration in the handle would be devastating to your hands. Looking at the design it seems as if you would have to put one or both hands on the rope part which would take a lot of power away from the axe compared to grabbing it at the end of the handle. Lastly the edge would blunt fast due to it not being hardened. The design is still awesome. I would love to have one. But it’s definitely an art piece and not a usable axe. Anyways great work it looks amazing!
