Well explained but Vo position is not correct. It should be at the collector of T3 transistor, in between T3 and Rc2. Otherwise in the above picture. In the all cases Vo will be equal to supply voltage.
I was thinking that hooking the resistor side to a NEGATIVE rail on a TTL gate with PNP junctions would act as a NOR gate…because any of the Q1 emitters being high in that case would pull Q2 and Q3 to cutoff, and the voltage down on Q3's collector. Would that work?

Vcc and Vo always in same potential because there is no resistance between Vcc and Vo. This circuit diagram is drawn wrongly, Vo supposed to connect after R2. She is just reading from memory or book without even understanding the fundamentals.

According to ur drawing V0 is the same as Vcc. Therefore it will always be a 1 no matter what input states you give it.
