You say getting all of the mods on Strange to be (one of) the rarest ones likes its just that simple. Over 12k credits and I have gotten 1 free tag on his ability. This is after getting Captain America the way I wanted him for maybe 1/3 of that. Feel like I have just hit a brick wall with Strange. The deeper I dig in this game the more its pay to win roots are showing up.
That said I did get Free on Shield of the Seraphim... so there's that.

It’s definitely not easy, but it’s what you want to aim for. Even if you don’t get everything free, the more you have the better. Check out my video on mods.

I am only halfway through the game, and I have to say, the mod system seems to be purposely opaque and RNG. The game doesn't tell you what mods can roll on certain cards, what the chances are or that there clearly is a hierarchy and rarity to them, then on top of that it is a slot machine system when you roll the mods. All that being said, I think the modifiers themselves are well done. I am enjoying the game overall, but you can tell this game was going to be full of microtransactions at some point. Half of the time while I am playing, I am imaging how some of the new additions to gameplay will transfer to Xcom 3.
