Archer technically doesn't have a noble phantasm, but UBW allows him to trace weapons with incredible accuracy and project them as long as he can visualize it. Noble Phantasms go down one rank and other weapons are slightly weaker, which is the only downside. This can be counterbalanced by making them detonate on contact, called a broken phantasm.

Archer use that shield merely because it is his most powerful defense armaments he have inside UBW and the most proficient he use with, tracing a shield cost 3x greater than a sword. Caladbolg, yes it is a Broken Phantasm. To keep it simple, see it like this. UBW is a factory where the swords are made/project. But if Shirou/Archer didn't deployed their UBW, it takes time to bring the weapon into the reality.
