I put in a full-wave rectifier with an appropriate dropping resistor to get the 138V, and disconnected C7-C. Now it's very quite!
NOTE: The "Noise" mode SHOULD NOT be used in Solid State equipment.

That level control needs cleaning. I think I would go ahead and replace the filter caps and also check the tubes other than the eye tube.
