the information we have atm implies that its more than a skin, with ghoul specific perks etc, BUT we dont know yet if these are going to be like legendary perks or regular ones, but the implications are that you will have all the sterotypical ghoul traits like rad immunity etc ... but we dont know the possible downsides of that too other than the obvious... like being unable to be bloodied.
