Ironically enough, when my skin was dry and dehydrated and I had very few blemishes and I thought I was doing ok. No skincare to speak of either. But last summer when my GP told me that the tiny bumps on my nose were rosacea, a kind of acne he said, I started a journey to a full skincare routine now that has made my skin incredibly healthy and dewy at all times, on which makeup sits nicely (didn't wear makeup for years on the dry skin).
BUT now I get the occasional normal pimple...... and I don't really care about it like I thought I would. I'm not even half a year into retinol and other acne preventing ingredients so I'm hoping that the spots decrease in frequency over time anyway.
Regardless, even if there are a few of them at one time, or a breakout of sorts, the rest of my skin is so nice that it's not as noticeable as it was before when my whole face (I now realize) looked unwell and irritated from dryness. Also, they are way easier to spot conceal now that the skin is healthy and takes to makeup. So even a no-fullface-makeup day doesn't have to reveal the breakout.

And yes, according to the American Cancer Society, the glass typically used in cars, homes and office windows is designed to block most UVB rays, but it doesn't offer protection from all UVA rays. So if you're inside and close to a window, you still run the risk of exposure to UVA rays and possible skin damage. UVA rays are generally linked to aging, wrinkles, sun spots and other signs of sun damage, whereas UVB rays are linked to sunburns and skin cancer. Clouds also don't block UVA and UVB rays from penetrating your skin, so although it may feel cool and cloudy outside, your skin will still absorb these harmful rays.

My grandfather was an iron worker, as I am 64 that was obviously a long time ago. Sometimes he would get "welding burns" to his eyes. Per my grandmother to help with this she would grate a potato, wrap in moist cloth, cool and apply to eyelids. According to her it definitely helped.
