I have one gear at level 40 and BB at 60, but I am not doing much damage. Perhaps it's because my solo raid artifacts are all at level 2.

Try upgrading your gear to 80 with CAD and CAC and maybe max your BB's lvl to 70 to and then upgrade your specials, it does very well for me
