My Galaxy watch 4 classic does not do that in order for me to update it I have to have it still connected to Bluetooth and leave the Wi-Fi on otherwise if I disable my Bluetooth it will tell me just turn it back on so I can continue the update

Don't connect watch to your phone...update directly from watch itself using a hotspot or wifi connection!! 👍👍

When I restore the data from the Samsung account I just did not include the settings and applications so it did not copy that partial update it had before that forces the user to use BT.
