Was out fishing in our Bay one summer, a waterspout was too close to us , boat was drifting , was ok but my brother-in-law got sick as a dog ! It could have capsized the boat at the right angle , ours anyway I don’t know about this guy . At least we didn’t intentionally go through it . For the seconds it lasted I wouldn’t want to do it again.
water spouts are basically dirt devils of water, he'd only be in danger if he swam through it, its literally spinning rain, not even the winds are fast enough to knock him over. I'd put the dog in a more secure position though, just to make sure they dont jump out or nothing.
