He even asks Dawson’s permission to ask her out later. That’s how serious he was about dating her, but they were both too immature at 15. Joey eventually outgrew her Dawson crush, even if she tried to cling to it at times for emotional security, and Pacey’s relationship with Andie felt almost like a trial run before what he had with Joey. He needed to go through that relationship to grow as a person and realize what was in front of him.

The sexual tension is clearly there. The new direction the show took in season three by using Joey and Pacey's banter and sweet moments as a slow burn to more was brilliant. Season 3 is the best season.

I've been shipping Joey and Pacey since season 1, especially after they became lab partners. I thought that loveline would develop especially since Pacey became smitten with Joey by the end of that ep. But I'm glad the writers came to their senses and realized there was something gold in putting Pacey and Joey together. It was the right decision and the development of their relationship was oh so beautifully written in s3.
