It will only update the packages who updates are available in repository.

Is subscription manager command is not there in centos7?
As I tried to upgrade from 7.6 to 8.showing error that subscrition-managr command is not there
In CentOS subscription is not required that why this command doesn't work there.
so we dont need to have the ISO of REL8....we can upgrade from rhel 7 to 8 without ISO
while upgrading from rhel 7 to 8, does the data gets lost? or will it still be there?

there is no such procedure available for rhel 6 to 7...this has only for rhel 7.6 to upgrade rhel 8

How to update security without subscribe?
Subscription is required for redhat machines.
Subscription is not required. You can use --no-rhsm at the end of the command. I was able to perform an upgrade from 7.9 to 8.9. Follow the steps....install leapp
leapp preupgrade
Check the report and resolve inhibitors, errors and HIGH, disable FIPS
leapp upgrade
reboot
remove RHEL7 kernel packages
enable FIPS
