Play the game with all turtles until you get to the shredder. And on the last bonus stage, when you beat it as all turtles, you will unlock ability to use ultimate turtles power, and after you completed the game as all turtles, you will unlock that ability, and you will be able to play with it, and complete all levels again if you want to. Also, there is a way to play as Casey Jones and Splinter through whole game, but to do that you need to collect all those collectible things and beat the game as all turtles, and then you can play as them through whole game.
