Up to that point, Tony was basically confirmed a title shot against Khabib. Bout between him and khabib had been canceled prior due to covid but Tony is a peculiar dude, he did the weight cut just for the sake of it. Now he also took the fight with Justin Gaethje from which he had nothing to win from. Now fighting Justin fcking Gaethje after two weight cuts in succession is absolutely nuts and honestly stupid, but that's what he did. Anyways, fast forward to now, that's the same thing Justin did, fight Holloway when he had nothing to win from it because he was already basically confirmed a title shot after ko win over Dustin(who is now booked to fight for the title).
