I compare tier lists from some competitive players and almost all of them had similar list. In full game it will not be the same for sure, but for now many good players are nerfed.

some of them dont have their best hisatsu shot type that is reasonable, for touko i think she need that Perfect Tower

You are right, some of the people only care about meta, but none meta players are great deal of fun too.
