The falls can be reached by private car or public transportation, such as buses or vans, that ply the route from Manila to Sta Cruz Laguna.
Majayjay Falls gets crowded during weekends, holidays and summer vacation. So I suggest you plan to go here on weekdays or non-holidays so you will be able to enjoy your travel.
