In case of the RE 650s, weight seems to have increased with the addition of alloy wheels, if we compare the kerb weights mentioned in older brochure and newer brochure I believe that the weight saving happens more in case of cars where the steel wheels are heavy, but in motorcycles, spoke wheels tend to be equal to or lighter than alloys.
How many cases have you seen, that a royal Enfield original alloy wheel get broken? I saw a Gixxer front wheel broken in front of a police station, most probably after an accident.
