Stone dust or granite dust or even brick dust (makes a red surface) will look and feel almost like flour, having a very powdery texture. Anything more granular won't compact and give you a hard smooth surface. A fine powder will act like self leveling cement in a hard rain, and will auto level and maintain itself over time if installed properly.

Gosh, it looks like sand it is not compacted. Where is this project?
How did you fix it?
For sure people didn't enjoy much playing on that bocce court and poor rate of bocce court construction.It's a waste of money and time.
