The problem is she relies WAY too much on optimal setup much like Bard.
Her q's charge up is a delay and her passive doesn't make up for her lacking heal which makes itself situational and forced to be passive as you said due to the speed buff. While other supports can give everyone a shield, reliant poke, almost non stop healing, cc and in aoi and instantaneously on the spot. The game is much about quick thinking but Bard and Yuumi are forced into a completely different game that is slow and you must wait to be able to do anything.
If bard's q doesn't hit an enemy, has two minion in front of it or no wall behind it then it's gonna be almost useless early and mid game wven with some ap items.
If Yuumi's q doesn't have a clear opening, an arc to travel to charge, the enemy doesn't move away so the q runs out and her ally isn't in range then her q doesn't do anything. Even worse all of this required setup is for a single target low damage ability. It's super easy for any champion to dash out of the way as it's hitbox is very small compared to it's effect which is ironic over how much they ruined many champions's immersion my forcing silhouettes and shapes over their range everywhere.
Sona has a rapid shield, heal, speed buff, damage, long range poke and an instant ult stun. Plus it's all aoi with very long range and a varied basic attack passive that can either damage, debuff damage or slow. That's huge unlike Yuumi who only gets a shield and little damage and her shield is easily consumed so she doesn't give her ally much help there.
Yasuo and Zed can do anything anywhere, Sona can do anything anywhere, Ivern can setup anything anywhere.
But Bard and Yuumi cannot do everything they are capable of anywhere. If their ally doesn't comply or there's just not enough in the background then they're helpless.
I can't stress how many times i've lost bot lane cause I can't ever poke due to minions or the wall not being there while the enemy has free reign on everything including poke. Especially Zyra and Lux.

no lie but i got about 7-14 kills the last time i played Yuumi

100% winrate against yuumi matchups, probably 20+ games to this date and i used to play thresh and taric. I tried to play yuumi for a few games, and i think she is really useful in teamfights and funnel strategies. If i happen to play adc and yuumi locks in, i will definitely dodge
i still ban yummi everytime because every time they pick her bot lane feeds
