It's the clocktower, you can see the top part at: 5:56. (the tower thing left of the pagoda like thing. And it's only left because the people of Graz "bought the tower back" from the french. They had to collect a lot of money. But to this day it's the most famous landmark of the region. btw.: Schlossberg (or for english native speakers: Shloss-bearg) could be translated with "castle-mountain"
