In the short deck holdem , a flush beats a full house and three of a kind beat a straight. They dont use duces to fives , so it is mathematically harder to make a flush than a full house :)
Because he has lowest set on a board with 4 spades. Ivey's bet was a semi-bluff because if he was ahead he would obviously not get called and if his opponent had a spade that wasn't the ace he might get his opponent to fold given that he bet 1.8x the pot on the river. Basically, Ivey was repping a solid flush when he only had lowest set.
In general, if on the river your bet can't be called by worse hands it's not a value bet. If your bet will make better hands to fold it's a bluff. There is no middle ground on the river, you are either bluffing, betting for value, or have no idea what you are doing. To be a value bet, your hand needs to win more than 50% of the time your opponent *calls* your bet, not just be ahead of the range of hands he might be holding. Also, Ivey bet 80k into 100k so he bet 4/5 of the pot.

Why do you think flush values more? Because in deck where there are no 2-5s, there are only 9 cards of one suit.
