Gritty needs to be on the new Picard series
Excuse me, that is a Tricorder, not a Communicator or a Comm badge. Gritty could not have requested or initiated a site to site transport with it. In addition, that is that model is from 2258 to 2270, long before Picard joined Starfleet. The correct model would be the Tricorder TR-580 Mk VII or the Mk IX of 2404.

As far as the model goes, I think it's obvious that Picard is on some sort of time travelling jaunt, so he could have picked up that early tricorder on the way to Stephen's house.
That particular model can tie in to the ship's computer, and thus perform a site to site transport. The real question is, where is the ship ?
