I'm pretty sure it's just 4/4, I can count it as that fairly clearly. The problem is, there' some offset happening to a lot of the beats, either rushing them or delaying them, and the degree of fluctuation seems to change a lot (probably some randomness or cyclic values changing there) or it could be tempo "warping". Either way, it gives a very off-kilter feel and, I have a feeling if you lined it up with a 4/4 pulse at a "steady" bpm the entire track would probably go wildly out of sync. The thing with Autechre though is they probably have all the other elements synced up so when that jitter happens to the main beat, everything else gets offset with it (even of the changes in those other elements arent as obvious) - so the general effect is that everything "sticks together" as it revolves around some general pattern idea, even if the beat markers or tempo are fluctuating around in weird ways

Just a followup to my previous comment-- I see someone else mentioned this as a Waltz which would make it 3/4. It seems that you can count it as either, 4/4 or 3/4 - and it might be that neither is absolutely correct but the Waltz idea does seem to fit the beat better. I still think there is weird beat/tempo offsets happening which kinda makes it hard to pinpoint either way
