They didn’t make him a slayer, his family all died and when he was saved by the slayers he decided to just become one. They can’t force him to leave specially as strong as he is but it doesn’t mean they want young ones joining the corps, though that being said most of the hashira are barely in their 20’s and they’ve all been training as slayers since they were pretty young
