Promotions to Group B posts on Railways
#All Group ‘B’ posts filled up through promotions only
• All promotions carried out through a positive act of Selection comprising of written examination, medical examination and viva-voce.
• There are two modes - Selections and Limited Department Competitive Examination(LDCE) - #LDCE available in Organised Departments for filling up 30% vacancies. Rest 70% vacancies filled up through Selection. In Miscellaneous departments, only Selection mode available.
• Vacancies cycle - two years plus anticipated vacancies for six months.
• #held once in two years
• #Procedure for Selection:
• Vacancies notified
• #Eligibility criteria-Group C employees in Pay level 6 and above with 3 years of non-fortuitous service as on cut-off which is date of commencement of vacancy cycle
• #zone of consideration - An integrated seniority list of eligible candidates prepared which is 3 times the number of vacancies - can go upto 5 times in case of non-availability of sufficient number of SC/ST candidates.
• A #reserve list of candidates also prepared
• Applications called for
• Final list of candidates prepared taking into consideration - unwillingness and twice failed candidates.
• Pre-Selection training arranged for reserved candidates appearing against reserved vacancies.
• #Written examination - One Paper of 100 marks comprising of Multiple choice Objective type Questions with negative marking to adjudge professional ability
• #Qualifying marks - 60% and above
• #Those qualifying written exam called for medical examination
• #Only those qualifying medical exam called for viva-voce and assessment of APARs comprising of 25 marks each- Qualifying marks 30 including atleast 15 marks in APARs.
• Panel of qualified candidates- corresponding to the number of vacancies. Employees securing gradation ‘Outstanding’ placed on top followed by those securing g ‘Good’ - inter-se seniority within each group maintained.
• Procedure for LDCE:
• Vacancies notified
• Eligibility criteria-Group C employees in Pay level 6 and above with 5 years of non-fortuitous service as on cut-off
• Applications called for
• Pre-selection training arranged for reserved candidates appearing against reserved vacancies
• Pre-qualifying examination - 1 One Paper of 100 marks comprising of Multiple choice Objective type Questions with negative marking
• Qualifying marks -75% and above
• Candidates 5 times the number of vacancies in order of merit called for final exam
• Final exam-1 subjective paper to adjudge professional ability-qualifying marks-60% and above
• Merit based Panel corresponding to number of vacancies
