What will push Luffy over the edge will be mastery of advanced Conqueror's Haki and Devil Fruit Awakening. That combined with further mastery and development of Gears will allow Luffy the ability to match and possibly exceed Sakazuki (or at least fight on the same level as an admiral or just below the level of an emperor)

It looks like they just ported the fighting mechanics from Pirate Warriors into this game. The way Ruffy dashes and hits his opponents alarmist looks identical.
