At a high level, it is so much more likely that she (low-mediocre player) made a ridiculous gamble that worked than that she coordinated with the staff to know what Garret was holding and then run the math that it was a decent chance to call. Like, the second scenario is a conspiracy theory bordering on an _Ocean's Eleven_ style heist. Our brains aren't good at acknowledging that incompetence leading to profitable results.
Imagine she actually put him on 8 7 of clubs and hoped he wouldnt hit the flush OR the pairs.

Bill knew he was on borrowed money with a very short leash. last chance at the high stacks he had to play nity nity tight, Bill took total advantage of that like a boss

There easily could have been A5 (12 combos), 65 suited (3 combos), 54 suited (3 combos), 1010 (3 combos), AA (6 combos) - total of 27 combinations of hands he's losing to. Bill was also the straddler and only had to call $600 to $1000 as Brian had only raised his KK at the cutoff to $1000. Bill also might have defended with any suited 5 as well which adds a whole lot more hands for him to consider. Brian is only beating a handful of bluffs such as 10x, JJ, and QQ. Even if he thought Bill might bluff with a busted flush draw he had the K of hearts making it less likely that this was something Bill was bluffing with.
