Layering restricted to uncontested (1-20) zones sounds like the way to go
- no layering in combat
Suggestions:
My solution (its not perfect I know): Layering only in 1-20 zones
Only being able to change layers in an Inn would be a really classical solution! You can quickly reach them with your hearthstone and if it has cd. You can just walk near the dungeon your group wants to do there is always an Inn somewhere.
How about just fixing the current layering system?
Forget about layering tied to zones - tie it to character level. Once you ding L15, layering is gone for you no matter where you are in the world.
Best solution IMO is have the Illidan 1-4 idea but have names/guildnames locked across all 4 servers (i.e only 1 tipsoutbaby and 1 guild called home on Illidan1-4) and have the auction house work across all 4 servers.
GW2 handled layering pretty well. If there was too many people in a specific zone, any additional players would spawn into a different layer. You never ended up on the same layer in the first place, so you never really noticed it.

Layering only in the 1 to 20 zones is by far the best option in my opinion, the try hards will be level 60 in a week and will be abusing the system as much as they can to gain more resources.
Arena problem has a easy fix, just 1 layer inside that area zone and you can't change layer while in combat
Totally agree, 1-2 weeks max, and ONLY affecting non-PvP zones (~level 20). People should not be able to layer while in combat, or having been in combat in the previous 1-2 minutes.
Make it so that you need to be in a rested experience area or teleporting(hearthstone mage portal and summoning stones)to change a layer. No more abusing the layering

Great vid man...i dont have anything against layering if its gona be gone after 6 weeks after the launch...or at least be at minimum like 2 layers tops
I think the best modification to the system would be the following. You need to be in the same zone and within 5 lvls of the leader to be able to layer hop.
You can only switch layers by leaving your zone and it still takes 60 seconds to switch. If you're in Hillsbrad and your friend is in Hillsbrad on another layer, you have to first join your friend's party, then run to one of the neighboring zones and WAIT in that zone for 60 seconds before you are layered. This way, you can still invite anyone on your layer to help you with a ganker but you can't just spawn your friend the warlock on their face out of the blue. You can invite him while he's in UC and if he flies to hillsbrad, he changes layer. If he hearths/ports to zone, he changes layer. If he walks, he has to spend 60 seconds in the neighboring zone (or a zone further away) before his character is ready to be layered upon entering the other party member's zone. When a party is formed, add a text notification in chat for everyone within /say distance saying "[Name] will be ready to enter a different layer in 60/30/10/ seconds" and "[Name] is ready to enter a different layer". That way all participants know that if they enter another party member's zone, they will be layered. This will be seamless for most players since they'll join the party well before entering the zone but for those that will join while in the same zone one of them will simply have to leave for a minute or find a flight path. It's not the most elegant solution but it's the best for the health of the game.
