A person who has 20mbps would have less ping than someone who has 250mbps, and 250 costs more so it works better.

And no, that's legit not how it works at all. Downloading the information faster won't mean shit if it doesn't reach you quickly. Why do you think you have different ping when you switch servers? It's partly distance, but mostly due to the cables that connect different countries together. If you don't have a good connection to the server, you're shit out of luck. No amount of download speed will help you.

It still remains true that high internet speed will give you better ping than low internet speeds.
