1 of them can but chooses to help them cross and the other could if they didn't see it as career suicide, and didn't have a so-called human rights court blocking every attempt to stop this whilst turning a blind eye to every eu country now suddenly trying to stop this.

Could stop the boats tomorrow, if they had a processing centre in France.
Not true. All those having their asylum claim rejected would simply get on a boat.
All those intending to abscond on arrival in the UK would still get a boat.

It's not 150 miles of coast, it's about 15 miles that is actually close enough to attempt the crossing by small boat. The main beaches along this stretch are wide open, sandy beaches, with rolling dunes behind them. They couldn't be much easier to patrol! Feeble excuses!
The only challenge for the French police is to not be caught filming helping the migrants cross.
