As a human facing excruciating suffering, expressing anguish is natural, not inconsistent with an ultimate willing choice on top of that we believe the Son has two wills a human and divine and so he was willingly sacrificing himself in his divine nature and due to him being human he was having regrets when he was being killed. Jesus's cry could reflect feeling temporarily forsaken yet still choosing to follow God's plan.

Jesus as the Son of God, is the only one who could pay the atonement on our behalf because He is the only sinless person to ever walk the earth. It was therefore necessary for Him to be born as a man to take our sin upon Himself in order for us to be washed clean by the shedding of His blood and then to rise from the dead 3 days later to show that His sacrifice had been accepted and death had been defeated on our behalf. This could not have been achieved if He had remained in heaven. Do you really believe that the Lord would have subjected His Son to such brutal.suffering on our behalf if it had not been necessary?
