For a guy wo boast about heroism, he didn't have the depth to be one.
Before Superman become a hero there is two things he need to learn. To differentiate right from wrong, and that no matter how powerful he is, he can't save everyone. It is something the Kent instill in him.
Kouki didn't have that. He believes he know what is right and wrong, but he lack maturity nor the responsibility to make that decision. He can't own up to his mistake, nor learn from it. He couldn't understand why someone is messed up. Worst, he never truly look out for those who can't fight for themselves. He never talked to them like an equal... his compassion isn't a human one like a true Hero, but condescension. But most importantly he lack that restraint, and I don't mean the restraint from killing, but inner acceptance.
Batman and Superman got to live with the knowledge that if they lose control, it game over for everyone else. That is why they refuse to kill or let themselves slip even a little. They can't. They know the world couldn't afford to have them go rogue. Even Hajime know that restraint, and while ruthless did keep several limiter on himself (his companion, Myuu). Kouki doesn't kill because... Japanese Moral... and it is empty as it sound (that why he broke so easily)
He doesn't inspire what is right. He tried to dictate it, and the idiot around him enable it.
Then their is the hero syndrome. The hardest fact a hero need to swallow is that sometimes his best effort is inadequate. This is the fact that humble him. That why Superman didn't tell the rest of the Justice League to follow his manual--he know they are barely managing as they are. He know Gotham supervillain is psycho, so he let Batman operates as he is. Jurisdiction is something utterly Alien to Kouki. The dude didn't want people to save themselves, he want them to proclaim him hero--that is egotistical in it finest.
He is a parody. He dress like a hero. He talk like a hero. But any real hero will disown him.

I used to read the novel. He is the literal example of the lawful stupid paladin...and Nice Guy
He lives in his own world where hes the main character
Which is why he's brilliant, every anime needs that one character you genuinly want to strangle

Please don't use the word hero with the boy, and enough with the edge, it is insulting to those like EMIYA and Superman who upheld that ideal.
      Kouki is a shallow parody.

It’s never easy trying to figure out what’s right in the world after acquiring the power needed to so. And that seems to be the case for Kouki.

I think the dude want to be Superman... but he doesn't know Superman.
Those who know Superman realize that it is the man before the power, and Supe greatest fear is losing control and being the Plutonian. And his greatest ability is that he is a good and compassionate man first and a hero second.
Kouki didn't even realize what he is capable off, the responsibility and gravity task on his shoulder. He is a boy, pretending to be a hero.

So one can understand Ehit's original plan with this bunch:
Give that idiot Kouki the "hero" skillset, and in his stupidity humanity will suffer defeat, backstabbed by betrayal, hope dashed and all to die with sheer despair.
It'd have worked, and Ehit would've get his kick, if not for the "irregular"...

I know that Kouki apparently gets better… but in my opinion, characters that are designed to be hated on, with a personality like Kouki… should either improve quickly in the series (more like we don’t see him in a while and the next time hope that the character is still not annoying) or dies.. and unfortunately he lives on and his redemption happens near the end.
I mean it’s very nice to see him knocked down, but it can get old fast after 2 or 3 times

I never liked Kouki. He acts like the good guy, but he’s all bark. Even with his OP skills he doesn’t have the resolve to make the hard choice unlike Hajime.
