No Garen really isn't balanced, a champ should not be this low skill pretty much impossible to move and bully in lane, having a wave clear like that with no mana insane healing and scaling like that whilst moving at 500ms being ultratanky even tho he's building dmg items and oneshotting every carry and doing 2k true dmg to a tank with R.

Garen is strong but does not really need nerfed, he has quite a few matchups that are just autoloss if the enemy player isnt an idiot, hes strong vs alot of current top picks and like normal, no one wants to adapt.

My point was not that he's ultra broken my point was that for the amount of skill it takes to operate it's way stronger than any other champ. His kit is mouthbreather level.
I mean he has a point with some of the stuff he says, but at the same time his jungler gave him a helping hand or at least allowed him to play very confident. If you play garen and you get ganked then the game suddenly is much harder, especially since oyu will loase loads of xp because you arent running tp. So yeah garen is pretty chill and strong in 1v1, but easy to kite and has relatively poor mobility in terms of dashes and movespeed alone cant fix every situation.
Garen is a champion that is never out of the game the moment you hit 1 or 2 item anything other that thanks and brusier dies instantly , he can always out sustain you no matter how much bad trade for him , they should target his passive , it make laning phase the only miment you get to bully him impossible for most champion even some ranged like jayce
He also hard to kit with all the ms from item that he rush and also si tanky for you to kill him before he reach you speacially if he rush teanicity items and runes
