My brother knows latin and from what he's told me they pronounce "Ceaser" as "Kaiser" based on the fact that they always pronounce "C" as hard. Ceaser, I beleive means emporer, therefore king is a valid way of saying kaiser, but I would personally say Kaiser as it would be less confusing to outsiders.
