The reason why skins like gold piggy aren't showing up is becuase the were event skins that you had to unlock in the main game.
Even if it wasn't it probably wouldn't be in the Chinese version because things that remind you of money are not allowed in the Chinese version.

well actually when the redesigns were added to piggy main game, doggy wasn't there either, so it was just a bug on both versions. also Budgey was only removed because she has a skull on her pirate hat, but she doesn't have the skull on her hat when she was a character in book 2, so I'm still confused. Bunny still has the bloody scratch on her eye, and Tigry isn't missing a shoe because he never had shoes on his skin
