I feel like Susannah insisted that Belly attend the ball, so that she could have the opportunity to see her wearing a white dress, like a bride dress, since she knew she wouldn't have the real opportunity.
You can see that the types of dresses Belly was trying on all resemble bridal gowns a lot.

yeah basically, Susannah was also a debutante back in the day too, so she wanted Belly to have that expierence. I’m glad Belly did it thought cause if she didn’t and then found out Susannah was sick, she would’ve regretted it

Indeed, I think she even said it in first episode that she wanted to see Belly in white. She even told Belly that she was meant for one of her boys and she wasn't wrong. Belly loved both Conrad and Jeremiah at different times and almost married one.

I totally relate to her to this scene !! At my 15th birthday dinner, my mom suggested that I do a debutante ball. She didn’t even let me say my part about it or not, she just started talking to my godmother about it and saying what would I need to do. When I repeated myself in a annoyed manner, even my dad was like honey, let her talk, she doesn’t even know what it is and you’re already wanting to put her in a position she’s not aware of !! 🩰🪩👗
