- Radiant Virtue was a godsend to Rakan in helping him out in bad matchups. I am optimistically hoping that the Q buffs for Rakan will accomplish the same thing seeing as it is a much safer playstyle than his engage playstyle and now has higher potential for a peeling as well with increased healing.

do you think this could further propel the viability of mandate on rakan? I know he's still a bit squishy with it and he loves the ability haste from shurelyas as well as movement speed, but the extra ap could increase the potency of his abilities even further. The loss in AH is probably too extreme though and mandate can be a bit too unreliable.
I've liked also building Radiant virtue on Rell, do you think that even with the gold increase that building this on her would be viable, much less feasible?
The short answer is: Although it's extremely pricey, It is still a solidly viable purchase for tank/engage supports such as Rell (because they are building to be a tank regardless), but only when you're ahead and have the money to spare because otherwise you slow down your build tremendously and become weaker with no completed items.
The case for Radiant Virtue for tank/engage supports that aren't Rakan is very interesting. Although Rakan will just pivot over to an enchanter mythic (Shurelya's) because he does not have to itemize to be tanky, tank supports on the other hand are always itemizing to be tanky regardless of how strong Radiant Virtue is, because their entire class revolves around being (somewhat) tanky. With that being said, the end-goal of tank supports is to be tanky to some degree, and Radiant Virtue still does that better than other options. Radiant Virtue could still possibly be the best item choice for these tank/engage supports such as Rell because it still offers much superior tankiness in comparison to the other tank supports items of Locket of Evenshroud.
The thing is: It's still extremely pricey for a support budget, regardless of what champion you are and what you're planning to itemize. Honestly though, the stats and active effect are definitely worth it still, but now only when you are far ahead and have the money to purchase the item without slowing down your build. If you only have components for your items instead of completed items, you are much weaker. So if you spend 20+ minutes building a single item, it may be too late to really impact fights with tanky stats. That's why I would still say it is a very viable item to purchase, but now only when you have a lead and have the extra cash, and if you don't have that extra cash, just purchase Evenshroud so you don't slow down your build.
The problem is that when you are snowballing and now have the money to get Radiant Virtue on a champion like Rell, you may instead actually prefer Evenshroud so you can burst down targets and snowball more effectively with a lead that you have, since the damage increase is nice when you are ahead, but not super far ahead (since then it would be redundant because they are going to die anyway). So basically you will still bounce between Evenshroud and Radiant based on the matchups and the lead you may or may not have.
