There are 64 characters remaining, we still have plenty of room for GT content, Uub, and some other forms with room to spare.

GT and Movie Characters are going to be a given. DB characters may be DLC or possibly unlocked in game via wish or something

Several reasons. It probably won’t be main roster. Reminder that GT A. Isn’t canon (and before you argue about this, it had no involvement from Toriyama but he had involvement with Super), B. It’s the black sheep of the DB franchise and C. Look at the other recent DB fighting games. GT wasn’t really in the main roster of those

There will be split-screen, but it was added in at the last minute. They prioritized to maximize the capacity of the graphics, stage destruction, and overall size of the maps, and the consoles can't handle rendering all of it twice, so they opted to only make couch versus available for the Hyperbolic Time Chamber.
